GERMANY. Berlin. The city of Berlin has set a target to reduce greenhouse gas emissions by 25% by 2010 against 1990 levels; by 2000, it had already reduced emissions by 15%. Building stock modernisation has helped drive progress. The government kept the shell of this massively wasteful block in Marzahn, but transformed the insides into a beacon of energy efficiency, saving the city millions of tonnes in emissions. 2004.
