Residents of Biloxi return from local shelters to view their destroyed homes 5 days after Hurrican Katrina's 18' storm surge hit the town destroying hundreds of homes and businesses and displacing thousands of residents. The poorest had no flood insurance. Federal assistance was days in arriving. FEMA was not answering phone calls from Biloxi's desperate residents.
