The families who fled Tawerga in early August left most of their belongings behind, arriving at a shelter in Tripoli with no running water or furniture, with the clothes they wore and a few bags. In one room, relatives of Mohammed Abdul Salam, 25, wept as they spoke about Mr. Salam's arrest almost two weeks ago, by rebels from Misurata who they say are chasing the Tawergans in cities around the country for their alleged support of Colonel Qaddafi.
