Some prisoners eat only leftovers from garbage cans and have no permanent place to sleep. The risk of contracting the Human Immunodeficiency Virus (HIV) is 5 to 7 times higher in prison than in the streets. Gangs run the penitentiary with little interference from officials. Half the transvestite population is HIV positive.
