CHINA. Nanxian, Hunan. 1998. The flooding damage in Nanxian was also terrible. I talked with Bi Jianjian, whose home was swept away, forcing him and his family to live in a temporary shelter. He's worried about how he's going to get by. He and his wife are old, and he has two sons and five grandchildren to take care of. They all live together, and the only daily assistance the government gives them is food. If Mr. Bi wants to build a new hoe, he can get five thousand yuan (about $725.00) from the government, but that won't be enough. He himself would have to provide another three thousand yuan (about $450.00).
