Senegal's appeals court has said it does not have the power to decide if former Chad President Hissene Habre can be extradited to Belgium.
Belgium wants to try him on mass murder and torture charges during his 1982-1990 regime.
Mr Habre has said he has no knowledge of such atrocities. He fled to Senegal after being ousted in 1990, and was arrested last week.
