Following the February massacre of Palestinians at the Tomb of the Patriarch in Hebron by Barach Goldstein, tensions rose throughout Israel and the Occupied Territories. The Palestinian Police continued to train and the new PLO semi-autonomous government to evolve in spite of an absence of economy.
