INDIA. Kashmir. Srinagar. There are still police in Srinagar, the capital of the mountainous northern Indian state of Jammu and Kashmir on the border with Pakistan. The city which is overwhelmingly Muslim (population 550,000) was a hotbed of turmoil in the years of Indira Gandhi. Here resides Mirwaiz Maulvi FAROOQ (47), the leader of the Muslim oriented National Conference Party and former enemy of Indira Gandhi, when he won 46 of the 76 state assembly seats and while her pary, Congress I, won only 26 in the fiercely contested local elections. Maulvi Farooq is considered to be an Islamic zealot whose followers are fervent admirers of Pakistan. The Gandhi government has long feared secessionist tendencies in the strategic state, where Muslims outnumber Hindus 3.9 million to 1.8 million in a country with 746 million inhabitants.
