The Israeli-built barrier violates international law, according to the 2004 advisory opinion of the International Court of Justice, by impeding the exercise of “the right to work, to health, to education and to an adequate standard of living as proclaimed in the International Covenant on Economic, Social and Cultural Rights and in the United Nations Convention on the Rights of the Child.” Since October 7, 2023, rising tensions, violence, and tighter movement and access restrictions presented significant “challenges and constraints to the humanitarian response in all refugee camps,” reads a 2023 report from UNRWA.
