MEXICO. Tijuana. 2019. Caritas shelter. A catholic shelter, Caritas is Latin for "charity". Approximately 120 migrants wait in limbo for an opportunity to enter the U.S. having fled the poverty and gang violence of their home countries. U.S. citizen Phillip Caldwell lives in shelter with his wife and children from Chiapas who were forced to flee. Phillip was robbed on the streets of Tijuana by policemen who also took his family's ID papers. He is now without funds.
