Residents of Biloxi return from local shelters to view their destroyed homes days after Hurricane Katrina's 18 foot storm surge hit the town destroying hundreds of homes and businesses and displaced thousands of residents. The poorest had no flood insurance. Federal assistance was days in arriving. FEAM was not answering phone calls from Biloxi's desperate residents.
