This section of the district houses hundreds of small local sweat shops where laborers are paid by piece. Most work a minimum of twelve hour days, six days a week. Since windows are barred in the seven story buildings, they remain uninspected fire hazards. Child labor laws are not enforced. Clothing here is made for local distribution.
