MEXICO. Mexico City. Ten years ago this suburb of Mexico City called Totolmga was just a scrubbby hillside but now it's part of a continuous unplanned sprawl, with few gardens and parks in a rabbit warren of concrete. Low rise buildings help avoid fatal collapse in an area of frequent earthquakes, but the city is now starting to build four to five storey earthquake proof blocks. Minimising sprawl will help to reduce pollution and co-emissions by keeping people closer to the city centre. 2004.
