WEST BANK. Hebron. 1997. Palestinian children play on the road between Israeli settlements in the old city of Hebron where about 10,000 Palestinians and a few hundred Jewish settlers live. The Israeli settlements of Tel Rumeida, Beit Hadassah and Avraham Avinu remain in town. The continued presence of the settlements are the justification for the lasting Israeli partial occupation of Hebron and its sporatic closures. The Palestinian police are powerless to protect Palestinians against settlers and the Israeli military.
