Built in 1964 for 1500 inmates, Lurigancho holds more than 8500 men today. The risk of contracting the Human Immunodeficiency Virus (HIV) is 5 to 7 times higher in prison than in the streets. Gangs run the penitentiary with little interference from officials. Many inmates are armed.
