PERU. Lima. 2006. Lurigancho Prison. Men eating lunch inside pavilion. The budget allotted for food remains at about one dollar per person per day, which is inadequate for proper nutrition. Inmates must earn money to increase their ration and purchase all commodities including their beds so some do not have a place to sleep and eat leftovers from garbage cans. Built in 1964 for 1500 inmates, Lurigancho holds more than 8500 men today. The risk of contracting the Human Immunodeficiency Virus (HIV) is 5 to 7 times higher in prison than in the streets. Gangs run the penitentiary with little interference from officials. Many inmates are armed. Some have pets.
