PERU. Lima. 2006. Lurigancho Prison. Drying laundry strung between balconies. Because the legal process is very slow in Peru, only 14% of inmates have been convicted of an offence. Inmates must earn money to increase their ration and purchase all commodities including their beds. Some prisoners eat only leftovers and have no permanent place to sleep. The risk of contacting the Human Immunodeficiency Virus (HIV) is 5 to 7 times higher in prison than in the streets. Gangs run the penitentiary with little interference from officials. Many inmates are armed.
