MEXICO. Juarez. 1998. Jose Fernando Vasquez, a sketch artist for the Juarez police, works with a witness who is describing a murder suspect. The victim, 29-year-old Maria Eugenia, was found in a municipal rubbish dump. She was raped, beaten, and tortured before being killed. It is one of the most savage attacks in a recent string of related crimes.
