AFGHANISTAN. Kabul. May, 2009. Suspected Taliban prisoner held without trial. Puli Charki Prison. Prisoners held for any crime will not be given a trial unless they hire an attorney to petition the government. If they are found not guilty, the prosecutor will then only close the case when he is paid a bribe, called a ÒsherteeniÓ (candy) which will lead to an eventual release. Family members are expected to pay bribes to officials to procure the release of exonerated relatives.
