CAMBODIA. 1999. Kang Kek Ieu aka "DUCH," the former director of the Tuol Sleng Prison in Phnom Penh, where the Khmer Rouge killed over 16,000 Cambodians.

Between 1975 and 1979, two million Cambodian people, one out of every six in the country, died under the Khmer Rouge rule. Dutch, aka Kang Kek Ieu, ran the most notorious prison during the Khmer Rouge regime. Dutch was director of Tuol Sleng, a Phnom Penh high school converted into a tourture chamber. It was estimated that 16,000 people were tortured there. Only seven survivors remain. Dutch, a converted Christian who has worked with International Aids Groups, has expressed remorse and willingness to stand trial for his crimes.
