The Usti Nad Labem city council made the decision to build a wall, in order to restrict the gypsies who occupied two big apartment blocks, after complaints from the inhabitants
on the other side of the street about the young gypsies' criminal behavior (noise, selling drugs etc.). The building of the wall incited a lot of unhappy reaction, which led to the denounciation of the decision by the Czech Parliament. It was interpreted symbolically as a revival of the Berlin Wall. After that it was built and rebuilt many times, as each time the gypsies break it down, the council rebuilds it.
