A prison for juvenile delinquents. A young prostitute in her cell. The sign on her cell door says, "Venereal disease - contagious".
Last year, 4.000 cases were brought before the special courts for children and young offenders - about 12 a day. Petty theft, prostitution and robbery were the most usual charges. Increase in juvenile crime is due to unsettled conditions.
