U.S.S.R. Moscow. People stand in the cold and snow for hours to change their large bank notes for smaller ones. In an attempt to combat black market trade, the government announced a decree that discontinued fifty and one hundred ruble notes. Gorbachev's newly formed cabinet also limited the withdrawal by Soviet citizens to 500 rubles (less than 1000 US dollars) per month. Tuesday, January 22, 1991.
